I needed this to work myself, so I went ahead and hacked on it some 
more, and have uploaded the result to CPAN now.

The new version now supports setting a "root_dir" to declare where the 
root of your web tree lives, and serves static files from there as well 
as dispatching your application.

The distribution suffers from having no automated tests, however. 
Contributions there are welcome. CGI::Application::Server has some tests 
to use a starting point.

I plan to try it more as I work offline this weekend. So far, I've 
pleased with it as a solution.
