Well, for a start:
a) You just have a personal preference for Log4perl - like some people
prefer H::T over TT or vice versa
b) Your organisation or customers have standardised on Log4perl in all of
their apps, web or otherwise
c) You program in more than one language - say PHP, Java and/or Oracle's
PL/SQL - and you want to use a standardised logging system like Log4*
