It basically repeat the dispatching process: It would try to dispatch 
the URL internally, and return the HTML directly if it works, or 
redirect externally to the URI if it doesn't. Of course, if the URL is 
absolute (starts with http://...), then we could skip bothering to try 
to dispatch it.
