[cgiapp] ANNOUNCE: CGI::Application::Plugin::Output::XSV

CGI::Application::Plugin::Output::XSV is now on CPAN and should
be available at your local mirror within the next day or so.

This module helps simplify sending XSV output from a CGI::App
runmode. It handles creating the XSV output and setting HTTP
headers to prompt the user to download the file.

Thanks to Cees for his help yesterday answering my questions
about uploading to CPAN.
