I have to admit to being underwhelmed by Kwiki myself, but as a Perl
community it makes sense to give it a benefit of the doubt.
For whatever its worth, I recently happened upon Dokuwiki
(http://wiki.splitbrain.org/wiki:dokuwiki) which is said to be geared
towards documentation. The sites I've seen using it look quite nice
and the concept sounds in line with that the CGI::App wiki would
(presumably) need. It is PHP though. Can't say more then that.
