[cgiapp] IRC Channel.

While at YAPC::NA some of us were having a conversation (over beers)  
about IRC and a channel for CGI::Application. So one has been  
started. For those that are interested on irc.perl.org and the  
channel name is #cgiapp.

For those unfamiliar with IRC this page http://www.irc.perl.org/  
provides rules, guidelines and helpful tips. Please do be sure to  
read them before signing on.
