I have accepted this patch into my darcs tree for CGI::App. As a FreeBSD
who held onto 5.5 for a while, I recall there were times when I tried to
"use base" and it was broken, so I got the habit of using the older
syntax. 

My theory is that when "use base" was introduced it had some serious
flaws which were later fixed.
