I've seen that need for that too. The use case is that one plugin may
want to interact with the hook location that another plugin provides...
but only if that other project is loaded. However, I would like to name
it 'hook_exists()' to be short, and similar to the 'exists' keyword. 

Michael Peters, would you be interested in drafting a patch for that?
