The documentation says at

that CGI::Simple has tmpFileName so I am not sure if
D::FV::Constraints::Uploads should be changed or if it is my configuration
problem or a problem of CGI::Simple.

Yes, I like it too. The reason I do not use CGI is its unresolved bug
mentioned by Mark Stosberg on cascade-dataform list

CGI::Simple hasn't this problem and it made me use it in my mod-perl
and C::A environment.
