Can I give some trivial advice? If not, stop reading.

In simplistic terms you could make the code slack (with regards to adhering to
standards) and add tightening up as you go, or make it strict and loosen it as
people squeal. I'd suggest the latter, but it will be more work than the former.

Another reason I mention this is to raise the question as to which standard to
adhere to preferentially. I'd go with the latest V of  XHTML, but it's your
module, so suit yourself.

As you can see, many questions will arise...

As for my preferred helper: At the moment and for quite some time I've been able
to code all the HTML::Template templates myself, in their entirety. Perhaps
that's been a luxury. That's due to change in a small way soon...
