Yes.  This release is in preparation for an update to the Template
Toolkit plugin which will have the same features.  I want to get some
feedback to see if both the concept is sound, and that the
implementation is robust and consistent before I update the TT plugin
(I think the TT plugin will benefit even more performance wise then
the Log::Dispatch plugin will based on a recent discussion I had on
the Template Toolkit list with Perrin).
