Mostly to experiment with using more of the mod_perl-style code.

There are very few features that I'm using from CGI.pm and it's a hefty
library to load up (6th largest module on my server according to
perl-status/Memory Usage).
However, I was not expecting such a deviation from the standard CGI.pm
methods and may have to revert to using CGI::Simple in the meantime
while Michael works on the wrapper or convinces the A::R folks to
implement more complete CGI.pm compatibility.
