I've used CGI::App+H::T in a couple of CGI based projects and really love it. Now I'm starting a small project with mostly static html pages and CGI::App+H::T would be overkill (at least in the beginning.) But I'd still like to use the templating features so I only need to make changes once.

If you want to manage a website with mostly static pages you should have a look at WebMake:

http://webmake.taint.org/

It is stable, easy to use, has lots of features, and is written in Perl (means you can easily extend it to do some special stuff).

Basically, you define a "make" file for the whole site, and that file includes all your content and re-usable templates.
(you can also put content and templates in extra files, if you like).
After that is set up, you can just "webmake" the complete site.

Their web site has lots of examples and documentation, too.
