I somehow overlooked the first message mentioning OpenThought.  Thanks for
responding Michael or I may have missed it altogether :-)

OpenThought is in fact capable of using CGI::Application, via a CGI::App
subclass called OpenPlugin::Application.  In fact, usage through
CGI::App/OpenPlugin::App is the recommended method, and is how all the
examples in the docs are shown.

(quick plug) For those looking to use it, there's some really cool changes
in CVS now which will be released soon, making both OpenThought and the
underlying OpenPlugin easier to install, easier to use, and overall much
cooler :-)
