Yes, CGI-App will work on Windows/IIS. In fact, I recently completed a
project exactly like that.
AFAIK, Perl on Windows doesn't use the bang-slash line. You shouldn't
have to worry about path to perl -- Windows uses file type matching.
Refer to the ActiveState Perl docs for this issue.
