[cgiapp] Yapcom, a CGI::Application for YAPCs

Hi,

I am writing a CGI::Application based code that will serve
the upcoming Perl conference(s) in Israel:
YAPC::Israel::2004    http://www.perl.org.il/YAPC/2004/

While it is still only at the beginning we are actually
already using it for our registration process and for
submitting talk proposals.

Organizers of other YAPCs were also interested in the project so
there is a good chance that it will be used for other conferences too.

For this I'd like to ask if there is anyone here who would like to look at
the code and help me improve it.
Actually, I'd be glad for any help. Finding bugs, writing documentation,
adding features or cleaning up the code. Even plain advice is helpful.
