[cgiapp] CGI::App 3.2 in the works

Hello,

I wanted to let you all know that a new version of CGI::App is in the
works with some minor updates. These include:

- patch to support multiple calls to header_props() (Cees Hek)
- patch to load Carp instead of CGI::Carp (Steve Hay)

I prepared the release and have sent it to Jesse for review. Hopefully
Real Soon Now he'll make any last refinements and we'll have a release.

The header_props update will be handy for setting cookies on every page,
which could now be done easily in a "setup" routine.
