Vera, The website http://www.bignose.ca started to do with Cascade, which is based on CGI::Application. It looks like now they are switching to Twiki: http://twiki.org/ Cacade does allow people to easily suggest additions and updates to a site wich administrators can approve. It currently supports image uploads but could be extended to support other content types.
