[cgiapp] a question to the list

Hi all,

I'm thinking of using cgi-application to build a fun
site, where people would contribute(upload) their own
pieces of "fun stuff" (jokes, funny pictures, video
clips or whatever), participate in contests via public
ranking, share knowledge through online discussions
lead by emoderator,  etc. Just not to invent the
wheel, does anyone know of such application already
made and available for use?
