Background:
I have a friend who wants to have an online store for ~5,000 products.
People should be able to buy products using credit cards (and other means).
The site should be in Russian. The site should have a good
administrative/data entry/reporting interface. The job includes:
  working from home - connecting to a remote linux server 
  doing administrative tasks on linux
  configuring Apache , mod-perl, and qmail
  working with a database
  Perl, CGI::Appl, etc.
  Working with the client on designing specs - and implementing them.

My friend asked how much I think it may cost to put the site together
and if I know anybody who can do that. 

So far he has offers from Russian programmers who have created those sites:

www.sverdlovstore.com
 
But all these sites are made using MS Windows technologies.
