c:\program files\bigsister\adm\uxmon-net is the place where the file is
supposed to be. I know, it is a little bit confusing that on FHS systems
the configs are in /etc/bigsister while in a single-directory
installation etc corresponds with /usr/share/bigsister/etc (shared
config files) and adm with /etc/bigsister (local config files).

Also have a look at your var directory: For debugging purposes it should
contain  uxmon-net.preparsed and uxmon-net.condensed files reflecting
what BigSister thought uxmon-net contained the last time it was parsed.

At least as far as I remember :-)
