Mails always go to the configured mail address (as far as I know :-)) unless in the case mentioned in bug #1346701 (https://sourceforge.net/tracker/index.php?func=detail&aid=1346701&group_id=14120&atid=114120) which does only apply to "maintenance" messages. So I assume your bb_event_generator.cfg might specify the wrong address in some cases - have you set a reasonable default in the "*.*" rule? It might help if you sent me your bb_event_generator.cfg and one or two samples of wrongly routed alarm messages (not necessarily to the list :-)).
