How much effort would it take to change this?

This is the correct behavior for your configuration.
BigSister only generates alarms on up-to-down transistions, as defined in bb_event_generator.cfg.

It would be nice if it could be configured to generate alarms when a down state gets worse, e.g. yellow to red, but that is not how it works at present.
