[Bigsister-general] Bigsister not generating alarm for red if it already have alarm for yellow

Title: Bigsister not generating alarm for red if it already have alarm for yellow

Hi,
I notice bigsister is not generating an alarm when it changes from yellow to red. But it did generate an alarm when it goes from green to yellow or green to red. Just wondering if I missed something in my bb_event_generator.cfg

$ cat bb_event_generator.cfg
*.*     down=purple             \
        up=green                \
        delay=15                \
        norepeat=60             \
        keep=1                  \
        msgmax=60               \
        maxpermin=20
