ok, your DESC settings are the same for your cisco boxen...

did you check your ACLs on the pix to make sure your bigsister server
(where uxmon runs) is permitted? ...does your BS server have a firewall
configured? ...is the FW set to allow access to the PIX NTP port?

on your BS server, what happens when you run...
  ntpdate -q HOST_OR_IP

use exactly what you have on your uxmon-net line...
  HOST_OR_IP(pix)   ntp
