how are you testing that NTP on the cisco...

there's an ntp test for the BS agents, but you can't run an agent on the
cisco boxen. So you must have an NTP test configured in your uxmon on the
BS server -- but that tests for an NTP *server*... your cisco probably
isn't your NTP server (or is it?)

are you trying to monitor:
- my cisco box knows the correct time
- my cisco box is providing time service to my networks
