they definitely "run over" each other.

the event generator has a given host.check it's comparing against the
rules. It goes in order through the rules. For *every* matching rule (you
have two *.*, so they both match all host.check events) it sets all the
equates declared by those rules.

I haven't been paying close attention to the conversation; I'm sorry I
can't help with your actual question. Just thought I try to make this one
small point very clear.
