If by pager-rule you mean rules in bb_event_generator.cfg like
PAGER{$pager eq "sendmail" and $mail eq "test"} mail=addr1,addr2,addr3
then I can tell you that they are not needed.

So, just as an example I can show you what I have in bb_event_generator.cfg:
