Indeed, the Win32 network monitor does not watch if a network card is up or down, it does merely monitor traffic and transmission errors. At the moment I do not remember if this is due to up/down status not available through then Win32 Peformance API or if it just got lost. I'd be happy if you found the time to submit either a request for enhancement or maybe even a bug request.
