For your first question, I would use something like:

# Do not notify for "trap up"
*.trap  upmail=nobody 

in bb_event_generator.cfg, which will make the green status email go to 
the nobody user.

Regarding Q2, I don't know about the ups test but it looks like you are 
getting two status reports because the host names are being resolved to 
two different names?

Perhaps you need a line like

hostname(reportname)    ups

in uxmon-net?
