[Bigsister-general] Avoiding "red" reports until a real failure occurs

I'm talking specifically about the 'cpu' report.

Currently the CPU report turns red as soon as the CPU load reaches a
certain threshold.  Of course the email or pager notification doesn't
go out until the CPU load stays high for a while.  This is nice but
I'd really like the web indicator not to turn red until the timeout
threshold is reached.

Is there a way to configure this?   Thoughts?
