It is most likely to be permissions problem.  Bigsister runs under
bigsis user (usually), and mail runs under different user. (which is NOT
necessarily mail)  Under exim you can check it with
exim -bP exim_user exim_group

If you include bigsis in appropriate group thing should work well.
