OK, it was the web service extensions that was the problem.  I guess the documentation assumes I know I am supposed to do that.  :)

New problem though, when I click the buttons it now says the "parameter is incorrect"

Have you created an application and set the Execute permissons in IIS to 
'Scripts and Executeables' for the cgi directory ? And allowed .exe 
files under Web Service Extensions ?

What error is reported in the IIS-log file ?
