I can't get the outermost frame done, but the inner pages can be done two ways:

modify skins/default/TITLE.inc as follows:

<TITLE>Big Sister - @TITLE@ suppressed@]</TITLE>

Or modify /etc/bigsister/bb-display.cfg as follows:

%Page top suppressed@]
