No, there is no documentation.

Yes, you can simply delete it - the idea behind the cache is that Big
Sister finds the skin in a compacted form therein, if it is not there
it will just read through the skin files.

In case you are trying to alter a skin you want to disable the cache
since most changes to the skin will not take effect as long as the
cache still reflects the old version.

It's only updated/created on manual request. There is a command named
"compile_skin" you can use for updating the cache.

If you have one, using the skin will slightly be less CPU and I/O

It is not possible, or rather, you can do that at the moment via the
*.*{ ... } mail=...
syntax, but it will probably not do what you want. You can have Big
Sister
- send you an alarm to email1 if status goes purple
- send you an alarm to email2 if status goes red
BUT Big Sister will not send another alarm if status goes from purple
to yellow or red! So, in this case still only email1 will get an alarm.
