[Bigsister-general] Oracle problem

I do not understand !
In my config file I have configured my oracle
instance, 
placed on different servers.

the problem is when a database is shutdowned, nothing
appears, no red light, no email, nothing, I keep have
a green light :-(

For example 
D1 & D2 have been stopped for 2 weeks and ....
everything is normal today :-(

If I can not fixed it in a few days, my boss will make
me change the monitoring tool... So HELP !
