[Bigsister-general] cache in default skin folder.

hello,
i was wondering if there was any documentation related to the file 'cache'
which is in the default skin directory.

can i disable it?
do i want to disable it?
what does it cache?
when does it get updated/created?
should i have one in my own skin directory?

any information relative to this file would be greatly appreciated.

also if anyone has figured out how to send alert emails to diffrent
addresses based on the status change. as in:
if down=purple -> suppressed
elseif down=red -> suppressed
