Reach what? the dns server? well if I stop the service the dns server won't respond on port 53. but the server itself is reachable, I can ping it, I'm logged into it cuz after testing I relaunch bind.

my guess is that the client can't resolv the name of the big sister server. make sure you can reach it when you killed the bind daemon.

I know the *.cpu isn't setup right but I can't figure out the syntax, I was
also thinking about adding a *.conn below *.cpu with the same string as
florida(for example) and remove check=$host... but lets take it one step at a time. The dns servers are located on florida and sanjose. the rest of the
servers are not monitoring dns, and both server agents are identical.
