Ok, here is my first mistake: i monitored the ping traffic generated by big 
sister and it comes out, that big sister is addressing the  udp echo port (7) 
for ping test.
So "echo" must be enabled on the destination host. You may verify it with the 
command "telnet <host> echo". 
If it is disabled, uncomment it in inetd.conf and send a HUP signal to inetd
to reload intetd's configuration.

And here is my 2nd mistake ;) Of course big sister needs to be started with 
root privileges. It will drop privileges to the bigsister-user after startup. 
Simply start bs at root and verify with 'ps aux |grep sister', that it's
indeed running with the bigsister-user.
