Solved my own problem

 

Debian has specific Apache apt-get packages. I was using Apache2 and for some reason getting the perl module to work on that was not going to work considering that all the debian perl module for apache is inside "Apache-Perl" which is like a whole different Apache daemon install (with it's own config)

 

now I can't get BigSister to udp or even ICMP ping a host PC (even though a typical ping command from the CLI works no problems). Can't figure out what the problem is.
