I'll bet you didn't run mysql_install_db with the --user=mysql option.
chown -R mysql.mysql /var/lib/mysql
should do the trick.

This is because mysqld can't access /var/lib/mysql/mysql.
perror 13
will show you that it is a permissions problem.

No, just installed them owned by the user running the script.
I am assuming 'root'.
