[cgiapp] CGI::Application::Plugin::Apache 0.10

Hello,

I use CGI::Application::Plugin::Apache 0.10 with mod_perl/1.999.21.
I had to add "use Apache2;" in both CGI::Application::Plugin::Apache and 
CGI::Application::Plugin::Apache::Request
Now its working fine without changing any other code
